The HSE is very keen to emphasise that asbestos licensing is a Permissioning Regime, one of only very few that operate in the UK.
It explains that licensing is in addition to the general framework of health and safety law and is very resource intensive, and builds on the fact that the legal duty to manage risks lies with the organisations that create them, i.e. the licensed contractor.
In order to comply you will need to be doing the following;
- Assessing the risk of exposure on each job
- Preparing suitable and sufficient Plans of Work
- Monitoring exposure levels
- Refresher training
- Site auditing
- Office and system audits
- Adhering to statutory notification procedures
- Tracking updated HSE advice and guidance
Site Audit Scheme:
The key to a successful removal project lies in the design of the job and the way the supervisor runs the site and as a company you should be looking for a uniformly high standard.
DAC has developed a site audit scheme which enables you to keep track of the standards of work on different jobs.
The audit assesses actual conditions on site against the planned arrangements outlined in the Plan of Work and ASB 5. In addition to this, competency and equipment records will also be audited to ensure recommended minimum standards are being met.
The audit will identify those areas requiring improvement and make recommendations for achieving the required standard. Similarly, any areas of excellence can be noted and incorporated into procedures for future projects as an aid to continuous improvement.
